Landlord of the Yellows. Residents enjoy a tenuous truce: he does not tell the cops about all the loud noises/weed/underage drinking, and they do not ask him to fix anything or perform any traditional landlord duties. Takes unholy glee in loud, early-morning weekend renovations with his cronies. Definitely the Green Goblin, possibly also a lizard person. A powerful individual, but not dangerous unless provoked.
